Chapters of the Revised territorial development plan

Adopted in 2004, the revised territorial development plan of the MRC de Vaudreuil-Soulanges is divided into chapters that contain directions, strategies and resources for each topic. The chapters covers the following topics:

Regulations on urban planning (urban planning, zoning, subdivision regulation, regulation on site plans and architectural integration, etc.) of each municipality must comply with existing revised territorial development plans (SAR).

Over the years, the revised territorial development plan can be amended and modified at the request of municipalities or other government agencies. However, requests for changes to the plan from the 11 municipalities included in the territory of the MRC must ensure a twofold compliance with the Plan métropolitain développement et d'aménagement (PMAD) and the MRC revised territorial development plan. At the local level, should a change to municipal regulations occur, municipalities must submit to the MRC a draft regulation to obtain a compliance certificate, confirming compliance with the plan. The plan should also be reviewed periodically to reflect changes in government guidelines. The MRC has in fact begun drafting a regulation to ensure compliance of the revised territorial development plan with the PMAD of the MMC.

Chapiter 1
OVERVIEW
This chapter provides an overview of the MRC, particularly with regards to its complementary territory to the Montréal Metropolitain Region and the concerns that emerge from this relationship, the importance of bodies of water, the limited accessibility to the MRC territory, the lack of cultural and hospital services, the presence of large infrastructures, the remarkable natural attractiveness of mont Rigaud and the agricultural vibrancy.

Chapiter 2
DEMOGRAPHIC CONTEXT
This chapter presents population statistics, such as average household size, age groups, demographic change between 1986 and 2001 and projected population for 2016.

Chapiter 3
URBANIZATION MANAGEMENT
This chapter covers the concept of urbanization perimeters for each municipality, existing municipal services (sewer and water), available space for future development and the anticipated increase in population. It also identifies areas of urbanization outside the perimeters of urbanization and not included in the agricultural zone (para-urban areas and unstructured islands). The guidelines adopted are designed to maximize returns on existing and future collective infrastructures and facilities to avoid fragmentation in urban areas located outside of urban perimeters, and to protect the natural environment and the agricultural setting, all the while reducing service costs to a minimum.

Chapiter 4
TERRITORY AND AGRICULTURAL ACTIVITIES
This chapter categorizes the agricultural landscape according to climate, soil type (dynamic sector with a high potential for agriculture or sectors with less viable agricultural potential) or the presence of unstructured islands. It also presents the types of crops and farming characteristics within the MRC. The guidelines adopted are designed to ensure the sustainable development of agriculture in a dynamic sector, while protecting and enhancing the characteristics of the viable sector and restricting the expansion of unstructured islands, as well as regulate other existing buildings, agricultural or not, required for agriculture within the agricultural zone with a perspective towards preserving the rural landscape and boosting the rural economy.

Chapiter 5
INDUSTRY
This chapter reveals characteristics of industrial parks and zones, namely their location, total area and available spaces. Guidelines seek to bring forth the adoption of an industrial policy focused on sustainable economic development and to govern the establishment of transportation and transfer to promote those that propose value-added activities. The industrial hubs in Vaudreuil-Dorion and Coteau-du-Lac will be a development priority according to their specific industrial typologies.

Chapiter 6
TRADE AND SERVICES
This chapter characterizes the situation of retailers and services on the territory of the MRC, including the location of significant concentrations in L'Île-Perrot, Pincourt and Vaudreuil-Dorion. The guidelines pertain to the intensification of the arteries and existing commercial centers in order to increase the diversity of businesses and their attractiveness and to consolidate the commercial hubs and existing services, by privileging the establishment of supermarkets, major academic, cultural, health and government service institutions.

Chapiter 7
MONT RIGAUD
Recognized as the dominant element of the landscape of the MRC, mont Rigaud is a theme addressed in a separate chapter. The guidelines aim to protect natural landscapes and to ensure a balance between environmental protection and economic development, while recognizing the landmass as a major ecological resource in the region.

Chapiter 8
REGIONAL PARK OF CANAL DE SOULANGES AND ITS SURRONDINGS 
This chapter provides guidelines designed to help shape the development of the regional park and its surroundings in anticipation of a proposed development project and its positioning as an area with high recreational , touristic, economic and heritage potential.

Chapiter 9
ENVIRONMENTAL MANAGEMENT
This chapter covers certain environmental components, including shoreline and coastline protection, controlled growth of sand pits and quarries and residual waste management.

Chapiter 10
TRANSPORTATION
In this chapter, transportation is covered by category: road, public rail, maritime, ferry, off-road and air, and the adverse effects that result thereof (discontinuity problems, congestion, noise , signage, etc.) This section closely follows the guidelines of the Québec Ministry of Transport to develop a functional road network, improve the quality of life, safety and environmental quality along the superior road network, to promote development of public transit and to ensure the integration of municipal infrastructures to the commuter train network.

Chapiter 11
TERRITORIES WITH HISTORICAL, CULTURAL, ECOLOGICAL AND AESTHETIC INTERESTS
This chapter focuses on the theme of heritage, whether it is natural heritage, landscapes of interest, cultural heritage or archaeological heritage. The chapter contains a number of strategies to meet each guideline related to a type of heritage: protecting the natural environment to ensure the best conditions for survival of flora and fauna and the maintenance of natural landscapes, protection and showcase of heritage items of interest and filling the gaps pertinent to certain cultural equipments.

Chapiter 12
RECREATIONAL AND TOURISM 
This chapter covers recreational tourism in all of its forms, such as cycling, golf, horseback riding, boating, fishing, outdoor recreation, cultural attractions, agrotourism, accommodation and restoration. The direction taken is to improve the existing recreational tourism product as a whole for the region, while focusing on the development of the Regional Park of the Canal de Soulanges, and equestrian and bicycle networks.

Chapiter 13
CONSTRAINTS ON LAND OCCUPATION
This chapter presents the natural and anthropogenic constraints, including flood-prone areas, areas at risk of flooding by ice jams, areas at risk of landslides, contaminated land, residual waste, snow dumping and others. The guidelines aim to ensure the safety of persons and property within areas with these occupational constraints and to ensure that new sources of risk or nuisance do not become established in the vicinity of sensitive ecological and population dense areas.

Chapiter 14
MAJOR NETWORKS FOR ELECTRICITY, GAS, OIL, TELECOMMUNICATIONS AND CABLE DISTRIBUTION 
This chapter lists the major networks found on the territory. The guidelines seek to ensure the integration of transport infrastructures in the region, particularly in the Regional Park of Canal de Soulanges, to authorize the transmission lines of Hydro-Québec in all allocated areas, taking into account provisions included in some of these areas and to restrict the installation of new telecommunications towers.

Chapiter 15
CONCEPT OF SPATIAL ORGANIZATION
The concept of spatial organization is a diagram showing the main components of territorial planning playing a pivotal role in terms of development and in response to development and planning issues, policies and objectives and the interrelationships between them. The concept revolves around urban areas, village and agricultural settlements, heritage areas, recreational tourism assets (mont Rigaud), bodies of water as well as structural axes and links (highways, railways, the Green Road and blue axes).

Chapiter 16
PRINCIPAL TERRITORY USE
This chapter demonstrates the predominant different functions to be instilled on the territory of the MRC. Specific uses are detailed for each land use. Several categories of usage exist areas on the territory, such as the urban area, para-urban areas (residential, commercial or industrial), industrial areas, recreational areas, resort areas, agricultural areas, areas around Mont Rigaud, areas of the Regional Park of the Canal de Soulanges, agricultural and equestrian areas, conservation public areas and the industrial area of ​​the intermodal complex.
