What is a "municipalité régional de comté" (MRC)?

The MRC’s include all municipalities in the same home territory forming an administrative unit that is a municipality in the sense intended by the Act respecting municipal territorial organization. It is incorporated by letters patent issued by the government. (source: Ministry of Municipal Affairs, Regions and Land Occupancy)

In 2005, after the merger and the breaking up, Québec was composed of 88 MRC’s. Some cities or cities with agglomeration (for example Laval) have the competence of an MRC.

Managing Board

The council of an MRC is generally composed of the mayors of the member municipalities of the MRC and one prefect who is elected by his council member peers for a two-year term. The election is conducted by secret ballot at a council meeting. The council of the local municipality, whose mayor is elected prefect, may designate from among its members a person to replace him or her as the representative of the municipality.

Mandatory MRC Competencies

An MRC must:
• manage regional development by establishing a territorial development plan;
• ensure the implementation of the development plan for the territory;
• establish and administer planning regulations in unorganized territories;
• ensure waterways on its territory flow appropriately, including those that have been converted for agricultural drainage;
• establish a plan for residual waste management and risk coverage (for fires);
• prepare the assessment rolls of local municipalities;
• manage the sale of properties for unpaid property taxes;
• designate or establish a local development center to support regional businesses;
• ensure the financing of that organization.

The mission of the MRC de Vaudreuil-Soulanges is to focus on the consultation, planning, management of regional development under the principles of sustainability and by the adoption of a development plan. Its role as leader and unifier with key stakeholders within its territory facilitates the coordination of regional actions in three areas: regional planning, services to municipalities and to the citizens.
