Residual materials management

On March 15, the Ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques (MDDELCC) adopted the Québec Residual Materials Management Policy which is based on the Environment Quality Act/Loi sur la qualité de l’Environnement. This policy is intended to create a waste-free society that strives to maximize the value added by the sound management of its residual materials. Its fundamental objective is to ensure that the only residual material disposed of in Québec is the ultimate residue, namely a residue that cannot be processed by any existing process (recycling, composting, reuse, etc.). This policy is intended to encourage behaviours that are more respectful of the environment, and better consumption and residual materials management practices.

The MDDELCC is counting on the cooperation of the municipalities and the MRCs with respect to implementing its policy and attaining its objectives. For this reason, the following municipalities must comply with the MRC’s 2016-2020 residual materials management plan (RMMP):

On October 14, 2015, the MRC de Vaudreuil-Soulanges adopted its 2016-2020 Residual Materials Management Plan project to comply with the Residual materials management policy[SC1]  and its Plan d’action 2011-2015[SC2] .

Following public consultations of 2016-2020 Residual Materials Management Plan project, held in December 2015, in the municipality of Rivière-Beaudette and Rigaud city, the board of review of Residual Materials Management Plan project has submitted to the MRC Council, January 27, 2016, the report taking into consideration the comments of citizens and organizations present. Following these recommendations, the MRC modified the plan project. The 2016-2020 Residual Materials Management Plan project was submitted to the MDDELCC for approval.

On August 29th, 2016, a public notice was given to all citizens of the MRC de Vaudreuil-Soulanges that a Regulation enacting the 2016-2020 residual materials management plan was adopted, in accordance with Environmental Quality Act.
